Smart City Imphal

Imphal city has identified an area of 541 acres for retrofitting. The area identified for area based development comprises of the core area of the city(CBD), Kangla – the origin of the growth of the city and DM college campus – the oldest educational hub of the city. Since this is the area which houses signature buildings and landmarks in the city, development of this area would help in image building of the city.

As per the outcome of the public consultations, the main proposals for the pan city is mobility and monitoring of solid waste transportation from source to destination and other key areas.

The Smart City Project (Imphal) will also induced marked increase in population due to the increase availability of opportunity. The male female ratio will remain healthy and stable due to widespread awareness. The age ratio for the elderly will climbed by 5% for the 60 & above indicating longevity in life span, 4% for 35-60 due to improved health monitor, 11% for 15-34 due to accessible health consultant off-line and online, and by 7% for 0-14 due to low infant mortality rate.

Literacy rate will now be near a 100 by 97% for male and 95% for female due to smart survey which empowered the educational units to be evenly distributed with quality across the city and the state.

National highways will see impressive upgrades, from lane expansion, emergency parking, automated toll booths, machine (computerized accessories) assisted check points, bypass for cargo transport & detours in case of obstruction either from natural disaster or civil unrest. The airport will now be a full fledge international airport transporting passengers and shipping cargoes towards south east Asian countries and the far east Asian countries up north. Railway connectivity will be available at the outskirts of the city. Ticketing will done online preventing rush at the counters. High security, passenger friendly platform equipped with conveniences such as ATMs, banks, Wifi-spots, medical checkup units, food stalls & rest areas will encourage train travel. Cargoes will now arrive on train greatly reducing truckload & traffic on highways. The valley now through planned implementation of the Smart City Project has a uniform skyline with office buildings and living quarters seamlessly integrated unlike before. The city climate has greatly improved due to increase non-motorized transport (NMT) activity. Traffic through the arterial roads will experience a smoother flow of vehicles. Sports will thrive and achieve great heights. Due to increasing importance and the hype from the sponsors, youths will be encourage to exploit their talent even more as an alternative & viable choice for career. The sports academy will achieve international recognition attract talents nationwide. Medical institutions & the university will be on par with international educational institutions where students will not have to go far for quality education. On the contrary the academia in the city will now attract students from across the countries and foreign students from Myanmar. Due to overall improvement in economic, social and individual life people now are more forthcoming in exchanging ideas and participating in social events impressing on the outsiders as welcoming and hospitable city.

Kangla Fort is now a tourist attraction. Round the year exhibition, museums, historical and religious places, parks & seasonal festivals will refresh the minds of both the locals and tourists alike.

Water supply has greatly improved with new lines installation, with water gauges to monitor public consumption of water and check leaks and unauthorized siphoning.

IT sectors will collaborate with foreign parties from Myanmar & other ASEAN countries on boosting the benefits of information technology.

Health infrastructure will see a complete overhaul, attracting both patients and students both internationally and nationally.

In areas of people participation, the city will give constant encouragement to citizen participation by including the various Community Welfare Associations, NGO’s, Local Clubs and Gram Panchayats to be a part of the decision making process.

Concerning Kangla Fort, there will be a special board for preservation and restoration of Kangla fort. Ancient monument preservation Act is in place.

Culture University will be established. Creation of tourist circuit with Kangla Fort as a focus will be implemented. Convergence projects will be completed.

Through skill development & enhanced border trade with Myanmar will ensure equal job opportunities to all. Impetus to be given to job oriented skill training. Introduction of Vocational Based Education System will be implemented.

Need based upgradation of infrastructure on facilities like Tele‐Education and Online classes will be integrated. Educational Infrastructure needs to be inclusive in nature and all facilities need to be Barrier Free. Neighborhood concepts of accessibility for all need to be included in all new residential development.

Smart City Imphal will encourage developers to invest in the city, incorporating mixed use. The city will create a new set of bylaws to facilitate mixed use for the city of Imphal.

 

State cabinet decided to move godowns from core area to periphery, bazaar area to be non-motorized and encourage pedestrian movement in the core area. The Smart City Project will decongest the City Core through restrictive traffic movement and create pedestrian only areas. It will put in place a Master Plan document for the City which will lay down the norms for future development of the city of Imphal. NMT will be fully assimilated.

 

Strategies will be made to connect the existing open spaces into a hierarchical system. The open spaces attached to historical building will be proposed so as to enhance and maintain the natural, built and cultural heritage as public spaces tend to truly reflect the natural and cultural identity of the city.

 

The city is included under PMAY‐ housing for All Mission. This will improve the existing housing conditions at the same time providing the city with a good residential mix.

 

Smart City Project will establish a hierarchical system of Road network. Urban transport will be strengthened. Intelligent traffic management and multi‐level parking will be established. Designated Pedestrian Precincts will be outlined. Non-motorized transport to be given impetus thereby resolving the last mile connectivity issues.

 

Multi‐modal integrated transport system will be developed. The project will encourage NMT with dedicated pedestrian walkways with pavement and lanes designed with adequate street furniture after remodeling of commercial facades. Junction design will be rectified.

Wi‐Fi hot spots with towers at suitable places will be established. Also, the city will have integrated card (smart card) for on line bill payments, online complaint portal and online grievance redressal system. Interactive portals will be made mandatory. Digitization of all the official data & integration of payment gateways will be initiated. Power theft will be drastically reduced.

 

Finalized agency for Waste to energy plant will be introduced. Solar roof top harvesting incorporated in building by‐Laws will be involved. Hydro electrical projects, rain water harvesting will be systematically run. Some energy consumed is the city is produced through renewable sources. There are long term targets for higher renewable energy capacities and the city is making plans to achieve these.

 

The situation of water supply will considerably improve after the completion of phase‐I integrated water supply system under JnNURM. This will be strengthened with the implementation of AMRUT which may ensure 24×7 water supply. Smart systems like MIS and SCADA will be introduced.

 

Mandate in by‐laws for RWH. Smart systems like MIS and SCADA will be introduced. Also, sustainable techniques will be deployed for ground water recharge, conservation of surface run off and rain water harvesting will be implemented.

 

Laying of mainlines under the Phase‐I of the sewerage project is 99% completed. Construction of STP is also completed. Situation will improve as soon as the households are connected to the main Sewers.

 

Regular monitoring of air quality will be administered. In future, CNG may be introduced as a solution. Strict implementation of norms laid down by the CPCB and NGT smart metering will be done. Solar power harnessing is actively pursued. A.B. Cabling which prevents thefts and losses will be realized, more community and public toilets will appear, toilet locator Apps will updated regularly, and waste to compost will be initiated. The Agency has finalized the Waste to Energy plant. Surveillance for 24×7 random checking at specific sites will be supervised.
